Aye, I can believe it, after all at that time no one knew how far the race would go or if it would end. (what if public interest hadn't faded after the apollo missions successes?) If you have scientific bases on the moon with regular traffic you attract the attention of the private sector looking to make a quick buck. prime example of that is the commercial market being built just to send people into orbit for several hundred thousand us dollars. Once you have those two, from multiple countries you need something/someone to lay down the law of the land and back then with cold war tensions between Russia and America, it was the whole idea of "if we dont, they will, so we need to be first."

If you want an interesting read on the moon and military, look up "the next hundred years" by George Friedman. The guy is very good at seeing how events will play out and when he gets into explaining the way a war between America and her enemies in the 2050s, the moon becomes very tactically important. think, special forces on the moon :)

While we're at it, we should make a project to try and find the mythical "Nazi moon base"  ;D
